Do you mean the hairs haven't changed on sims that have those hairs, or when you're in CAS looking at the thumbnails of same? The in-game thumbnails won't refresh to the new appearance unless you refresh them, either by deleting your My Documents\EA Games\The Sims 2\Thumbnails\CASThumbnails.package or by ctrl-right-clicking the thumbnails in CAS.
